Canada Federal Skilled Workers Program
Skilled Workers are selected as permanent residents based on their ability to become economically established in Canada. The Federal Skilled Worker Program (FSWP) re-opened and began accepting applications on May 4, 2013. On July 1st, 2012 CIC placed a temporary pause on new applications to the Federal Skilled Worker Program (FSWP) and Federal Immigrant Investor Program (IIP).
New caps for Federal Skilled Worker and Federal Skilled Trades Programs, and Canadian Experience Class
As announced in July 2012, Canada began accepting applications under new caps for the Federal Skilled Worker Program (FSWP), Federal Skilled Trades Program (FSTP) and Canadian Experience Class (CEC), starting May 1, 2014. The Government has changed the point system and the selection criteria, also known as the “points grid.” There are 100 points
available to applicants, with points awarded for official language abilities, age, education, work experience, employment already arranged in Canada, and adaptability. The current pass mark is 67.

About the application cap
There is an application cap per year: As of May 1, 2014, there is an overall cap of 25,500 for new federal skilled worker applications. This includes a cap of 500 applications from PhD students. There are also sub-caps of 1,000 for each
of the 50 eligible occupations. The caps do not affect people with a valid job offer. These are the last applications
that will be accepted under the current system before Express Entry launches in January 2015.
- have one year of continuous full-time (or an equal amount of continuous part-time) paid work experience in one of the eligible occupations within the last ten years,
OR - have a valid offer of arranged employment, OR
- are an international student who is enrolled in a PhD program in Canada (or who graduated from a Canadian PhD program within the past 12 months) and meet the factors below.
Applicants must:
- include the results of an official language test showing with the minimum language threshold (Canadian Language Benchmark 7) in all four language skill areas (speaking, listening, reading and writing) when you apply, and
- include either a completed Canadian educational credential or a completed foreign educational credential with an Educational Credential Assessment (ECA) from an approved organization, and
- have at least one year of continuous full-time (or an equal amount in continuous part-time) paid work experience within the last ten years in the primary occupation you state in your application.
